After years of travelling, experiencing several mutinies, engaging in a few fights and occupying the Easter banks of River Jordan at the edge of the promised land, God drew out the territory of the land. He then appointed the leaders of the 9 ½ tribes and instructed them to allocate the land among themselves.
We see God was precise with the territory he wanted the Israelites to occupy. So the Israelites cannot conclude the invasion prematurely and declare they have completed their task. Notice that God did not give them a time constraint. In other words, it would mean that the invasion should continue as long as it takes. It also means the Israelites had the free hand to decide. However, it is only logical to plan for the completion date within the lifetime of the leaders.
God was also precise in picking up the leader of each tribe to decide how the cake was to be divided. Notice that God again did not throw in other constraints. This means the Israelites had the free hand to decide the size and location of their lands. Of course, a natural constraint would be that the land must be big enough to accommodate the people they had.
We saw that God decided the overall framework and hand picks the leaders. Then he left the fine details to the leaders to decide based on their principles and ability. This is how leaders are made. We have to entrust certain decision rights to our deputies so that they may learn and grow. Always have the main framework decided and hand it to the selected leaders you want to train.
